3,931,960,000,000 Rupiah: Biggest contract so far given to an Indonesian company registered in Hong Kong



On 15-09-2010 the Goverment of Timor-Leste awarded a contract worth $406,171,322 (around  3,931,960,000,000 rupiah) to Indonesian Company PURI AKRAYA Engineering LTD, with the business address of Plaza Bapindo, Citibank Tower, Jl. Jend. Sudirman, Jakarta, Indonesia. The contract was described as being for Engineering, Procurement and Construction of 119.5 MW Hera Power Plant & 136.6 MW Betano Power plant. The original contract amount $330,420,600. Amendment for addition of 150kV high voltage outdoor with Amt $406,171,322. (Contract No. RDTL 10004115). 

This contract is the biggest contract given so far by the government of Timor Leste to an Indonesian company registered in Hong Kong  on 8 August 2010. (http://www.laohamutuk.org/Oil/Power/redesign/PuriAkrayaHKRegistryAug2010.pdf). 

Interestingly this large contract was granted to a company that had only existed for less than one month.

How PM Xanana made an Indonesian man, Frans Holiwono of Carya Timor Leste PTY.LTD rich in just one year.

Frans Holiwono, owner of a company called Carya Timor Leste PTY.Lda, is probably the richest man ever made by Timor-Leste's Prime Minister, Xanana Gusmao.

In just one year, 2011,  Carya Timor Leste  PTY Lda was awarded infrastructure contracts worth more than one hundred million dollars. Frans Holiwono is believed to be one of the businessmen closest to the Prime Minister and his family. In 2012, Frans Holiwono reported became one of the biggest financial contributors to the CNRT election campaign. He has established himself as one of the most influential businessmen in Timor-Leste.

On 27 February 2008, the Prime Minister Xanana signeda contract with Dennys Linardo from CV Penuh Jaya, 187 Diponegoro Rd, Surababya, Indonesia to buy 11generators at a total cost of $4,199,250.00. After buying these generators, the PM Xanana came up with the idea of an electricity mega project that will cost the people of Timor-Leste more than a billion dollars.

In the year of 2008 Prime Minister Xanana, in the name of the Government of Timor-Leste, signed a contract with the listed companies below. If investigated properly, Prime Minister Xanana would be found to not have complied the procurement Law that was promulgated in 2008, as theprocess of giving out projects via contracts were signed directly by the PM Xanana and the companies supplyingrice. One company that made a lot of profit was Tres Amigos (Three Friends), a company whose director was the former Head of Administration Finance (Germano da Silva) when PM Xanana was in office as President of the Republic of Timor-Leste at the Palacio da Cinzas (Palace of Ashes). When Germano da Silva was the Director ofFinance and Administration at the Office of the President, a total of $27,000.00 went missing. Many of the companies listed below no longer exist and probably have changed name to create confusion for possible future investigations on rice contracts.


Amendment of Tres Amigos Contract from $4 million to $14 million

The amended contract was signed by PM Xanana in the month of May 2008. Amendment of RDTL contract no. 81586 which was initially for a total amount of $4,080,000.00 to buy 8000 tons of rice was amended to $14,000,000.00 to buy total of 16,000 tons. This contract amendment was made before Tres Amigos Company adhered to the initial contract and before the National Parliament of Timor-Leste approved the Rectified State General Budget 2008. 



How did the Government make Businesses Rich with Rice Contracts?

PM Xanana started giving out rice projects to his business friends starting from 29 January 2008 when PM Xanana met with businesses to talk about the food crisis in Timor-Leste. On 29 February PM Xanana signed first contract with Tres Amigos Company. The following documents show the facts to the public of Timor-Leste. After this meeting the TL Government under PM Xanana Gusmao’s leadership spent $83,783,150.00 to buy total of 141,925 tons of rice.
