In the year of 2008 Prime Minister Xanana, in the name of the Government of Timor-Leste, signed a contract with the listed companies below. One company that made a lot of profit was Tres Amigos (Three Friends), a company whose director was the former Head of Administration Finance (Germano da Silva) when PM Xanana was in office as President of the Republic of Timor-Leste at the Palacio da Cinzas (Palace of Ashes). When Germano da Silva was the Director ofFinance and Administration at the Office of the President, a total of $27,000.00 went missing. Many of the companies listed below no longer exist and probably have changed name to create confusion for possible future investigations on rice contracts.
