In the year of 2008 Prime Minister Xanana, in the name of the Government of Timor-Leste, signed a contract with the listed companies below. If investigated properly, Prime Minister Xanana would be found to not have complied the procurement Law that was promulgated in 2008, as theprocess of giving out projects via contracts were signed directly by the PM Xanana and the companies supplyingrice. One company that made a lot of profit was Tres Amigos (Three Friends), a company whose director was the former Head of Administration Finance (Germano da Silva) when PM Xanana was in office as President of the Republic of Timor-Leste at the Palacio da Cinzas (Palace of Ashes). When Germano da Silva was the Director ofFinance and Administration at the Office of the President, a total of $27,000.00 went missing. Many of the companies listed below no longer exist and probably have changed name to create confusion for possible future investigations on rice contracts.
